涉足成品油批發、零售產業，修建大型油庫、建立成品油經營部、布局成品油營銷網點建設、收購加油站，占領終端市場。

燃氣板塊在維護原有區域的基礎之上，繼續深挖市場潛力，同時致力于拓展省外新的燃氣市場。成品油板塊在穩定基礎之上爭取做大做強，實現盈利回報。謀求兩大產業齊頭并進，互為支撐的良性格局。

燃氣產業做大做強，高位發展；增強核心競爭力，提升巨能品牌質量；進入新能源和燃氣衍生產業，延伸和完善產業鏈；成品油產業規模與品質并重，發力前行；上端穩定油源，中端完善制度、歷練團隊，終端拓展市場；實現贏利回報，打造巨能第二支柱產業；金融投資產業穩中求進，適時壯大發展；深化銀企合作關系；擇機進入其他業務領域，豐富巨能經營模式，擴展贏利渠道。以專業化、職業化、規范化為指引，強化團隊建設，打造現代化經營管理團隊，全面提升團隊的專業素養、道德素養、政治素養、法律素養，為公司發展提供智力支持。以現代企業制度建設為核心，不斷變革完善公司基本管理制度、風險防范制度、激勵與約束制度等，為公司發展提供強大制度支撐。
